(mchrstr, lchrstr): Change from variable-style storage of load

capacities to straight arrays.  Users now subscript the array instead
of calling vl_find() or walking the variable data structure.
(mchr, lchr): Initializers adapted.
(vl_find): No longer used.  Remove file.
