info: Clean up references to long-gone options

Browse source 
Option DEFENSE_INFRA was replaced in commit 4d1dd6fa6, v4.3.6.  Point
to the replacement instead.

Options SHIPCHOPPERS and XLIGHT were made non-optional in Empire 2.
Don't mention them.
