74b8b9932d Use int instead of long for military reserves
Code dealing with reserves mixes int and long pretty haphazardly.
Harmless, because practical reserves fit easily on any machine capable
of running the server.  Clean up anyway.

7e2008e7f4 License upgrade to GPL version 3 or later
Why upgrade?  I'm not a lawyer, but here's my take on the differences
to version 2:

* Software patents: better protection against abuse of patents to
  prevent users from exercising the rights under the GPL.  I doubt
  we'll get hit with a patent suit, but it's a good move just on
  general principles.

* License compatibility: compatible with more free licenses, i.e. can
  "steal" more free software for use in Empire.  I don't expect to steal
  much, but it's nice to have the option.

* Definition of "source code": modernization of some details for today's
  networked world, to make it easier to distribute the software.  Not
  really relevant to us now, as we normally distribute full source code.

* Tivoization: this is about putting GPL-licensed software in hardware,
  then make the hardware refuse to run modified software.  "Neat" trick
  to effectively deny its users their rights under the GPL.  Abuse was
  "pioneered" by TiVo (popular digital video recorders).  GPLv3 forbids
  it.  Unlikely to become a problem for us.

* Internationalization: more careful wording, to harden the license
  outside the US.  The lawyers tell us it better be done that way.

* License violations: friendlier way to deal with license violations.
  This has come out of past experience enforcing the GPL.

* Additional permissions: Probably not relevant to us.

Also include myself in the list of principal authors.

bedf3ae415 Fix nation command to use correct coordinate system
It reported capital location in the nation's coordinate system instead
of the player's.  Fortunately, they're the same in normal usage.  They
can differ only when a deity requests a nation report for another
country.

e42053d928 Break inclusion cycle: prototypes.h and commands.h included each
other.  Ensure headers in include/ can be included in any order
(except for econfig-spec.h, which is special).  New header types.h to
help avoid inclusion cycles.  Sort include directives.  Remove some
superflous includes.

d5eee2175b (nati): Remove weird code to round max safe population that has no
effect unless your floating-point arithmetic is hopelessly broken.
This code appeared in Chainsaw 3.2 or so.  Also remove some redundant
casts.

97be5018e2 (hap_req): New.
(nati, populace): Use it.

(populace, nati): Change hap, pct from float to double, because they
are used as double.

(nati): Print happiness needed with just two decimals, like the other
levels.

4515b84c59 COPYING duplicates information from README. Remove. Move GPL from
LICENSE to COPYING, because that's where it usually is.  Update all
the references to these files.

39ce96c63d (nati): Use natargp() rather than natarg(), to avoid pointless
complaints about lack of contact.

(nati): Improve not-deity error message and change error code to
RET_FAIL.

011f88fec8 (acce, flash, nati, new, rela): Don't bother to complain about bad
country argument, natarg() does that.

(acce, flash, nati, rela): natarg() ensures getnatp() succeeds, no
need to check.

ff67d93711 (max_population): New, factored out of max_pop().
(max_pop): Use it.  Don't support null argument anymore.
(nati, gen_power): Use max_population() instead of max_pop() with null
argument.
(show_sect_stats): Use max_population() to simplify the code.
(prod, upd_buildeff): Use max_population() to get correct new maximum
population for limiting work when tearing down a big city.
Previously, this was broken in upd_buildeff().  In prod(), it was
broken when the new designation had odd maximum population, which
should not occur.

f8b2860ec5 (prod, nati): Use max_pop() instead of hardcoded values. Before,
struct dchrstr member d_maxpop had no effect in some cases.

e7d75b2279 Use gcc function attribute `format' to catch bad format strings. Fix
them.  From Marc Olzheim.
Type modifier 'l' was missing in many places, probably rendering the
server useless on 64-bit hosts.
(ef_flush, ef_write, ef_extend, lwpCreate, lwpDestroy): Use conversion
specifier 'p' to print pointers.
(check_market): Fix display of loan amount.
(doland): Fix unescaped '%' (undefined behavior).
(ldump, ndump, pdump, sdump): Don't use flag '0' with conversion
specifier 's' (undefined behavior).
(dump, ldump, lost, ndump, pdump, sdump, empth_create, update_sched):
Cast time_t and pthread_t to long for printing.
(lwpStackCheck, lwpStackCheckUsed, finish_sects): Insert cast to fix
argument type on all platforms.
(prod): Remove extra argument.
(perform_mission, airdamage, retreat_land1, lwpReschedule): Format
string missed arguments.

eccc5cb7d7 Sectors need space for items, deliveries and distribution thresholds.
To save space, the ancients invented `variables': a collection of
key-value pairs, missing means zero value, space for `enough' keys.
This complicates the code, as assigning to a `variable' can fail for
lack of space.  Over time, `enough' increased, and for quite some time
now `variables' have been *wasting* space.  This changeset replaces
them, except in struct mchrstr, struct lchrstr and struct pchrstr,
where they are read-only, and will be replaced later.  It is only a
first step; further cleanup is required.  To simplify and minimize
this necessarily huge changeset, the new item[] arrays have an unused
slot 0, and the old variable types V_CIVIL, ... are still defined, but
must have the same values as the item types I_CIVIL, ...

8cd0160176 Declare all configuration variables in optlist.h. Include that
instead of declaring them all over the place.  This uncovered type
errors:
(s_p_etu, adj_update): Defined long, sometimes declared int.  Kills
big endian machines where sizeof(long) != sizeof(int).  Change to
int.

(set_option, delete_option, optstrset, intset, floatset, doubleset,
longset, optionset, optiondel, worldxset): Change linkage to static.
