5f46ced826 Use int instead of long for money
Code dealing with money mixes int and long pretty haphazardly.
Harmless, because practical amounts of money fit into int on any
machine capable of running the server. Clean up anyway.

7e2008e7f4 License upgrade to GPL version 3 or later
Why upgrade? I'm not a lawyer, but here's my take on the differences
to version 2:

* Software patents: better protection against abuse of patents to
  prevent users from exercising the rights under the GPL. I doubt
  we'll get hit with a patent suit, but it's a good move just on
  general principles.

* License compatibility: compatible with more free licenses, i.e. can
  "steal" more free software for use in Empire. I don't expect to steal
  much, but it's nice to have the option.

* Definition of "source code": modernization of some details for today's
  networked world, to make it easier to distribute the software. Not
  really relevant to us now, as we normally distribute full source code.

* Tivoization: this is about putting GPL-licensed software in hardware,
  then make the hardware refuse to run modified software. "Neat" trick
  to effectively deny its users their rights under the GPL. Abuse was
  "pioneered" by TiVo (popular digital video recorders). GPLv3 forbids
  it. Unlikely to become a problem for us.

* Internationalization: more careful wording, to harden the license
  outside the US. The lawyers tell us it better be done that way.

* License violations: friendlier way to deal with license violations.
  This has come out of past experience enforcing the GPL.

* Additional permissions: Probably not relevant to us.

Also include myself in the list of principal authors.

8e75b22e0d Use relations_with() for US==THEM || getrel(getnatp(US), THEM)
Replacing getrel(getnatp(US), THEM) by relations_with(US, THEM) makes
a difference only when US equals THEM.

Replace patterns like "us == them || getrel(getnatp(us), them)..." by
"relations_with(us, them)...".

3cc8de8aef Fix extra prompt after abort due to misuse of snxtitem()
The old code used getstarg() to get an argument with a different
prompt than snxtitem() uses, then passed the value to snxtitem()
unchecked. If the player aborts, getstarg() returns a null pointer,
and snxtitem() prompts again.  Affected:

* load/lload plane/land third argument; load_plane_ship(),
  load_land_ship(), load_plane_land(), load_land_land()

* bomb, drop, fly, paradrop, recon and sweep second argument;
  get_planes()

* tend and ltend second and fourth argument; ltend(), tend(),
  tend_land()

* mission second argument; mission()

Fix by making snxtitem() taking a prompt argument, null pointer
requests the old prompt.

Use that to simplify multifire() and torp(). Change the other callers
to pass NULL.

8006543878 Distinguish between planes "in orbit" and "launched"
Use new pln_is_in_orbit() when we want to test for orbit specifically,
and test PLN_LAUNCHED when we want to test whether the plane not
sitting in the sector (because it is flying). This distinction is
pointless at this time, because the only way PLN_LAUNCHED gets set is
when a satellite goes into orbit. It will become useful in a later
commit, which will use PLN_LAUNCHED to mark flying planes.

4bd19812af Use the new Empire clock for implementing MOB_ACCESS:
(lndstr, plnstr, sctstr, shpstr): Change timestamp members lnd_access,
pln_access, sct_access, shp_access from real time (time_t) to ETUs
within a turn (short).
(land_ca, plane_ca, sect_ca, ship_ca): Update accordingly.
(build_ship, build_land, build_bridge, build_plane, build_tower)
(explore, check_trade, bsanct, takeover, takeover_ship)
(takeover_land): Use game_tick_to_now() instead of time() to update
the timestamp.  Change check_trade(), takeover_ship(), takeover_land()
to do that only when MOB_ACCESS is enabled, for consistency.
(lupgr, supgr, pupgr, takeover_ship): Don't touch the timestamp where
mobility isn't touched either.
(sct_do_upd_mob, shp_do_upd_mob, lnd_do_upd_mob, pln_do_upd_mob): Use
game_tick_to_now() instead of increase_mob() to compute ETUs since
the timestamp and update the timestamp. Closes #1012699.
(increase_mob): Remove.
(mob_sect, mob_ship, mob_land, mob_plane): sct_do_upd_mob() & friends
no longer do the right thing at the update. Use game_reset_tick() and
pass its result directly to do_mob_sect() & friends. This is only
correct when argument is etu_per_update, which it always is. Remove
parameter.  Callers changed.
(do_mob_sect, do_mob_ship, do_mob_land, do_mob_plane): Oops on
negative argument.

(mob_acc_globals, timestampfil, mobupdate, updating_mob)
(update_all_mob, timestamp_fixing, update_timestamps, mobility_check):
The mobupdate command was important to let deities manually
synchronize mobility updating with updates. That's no longer needed.
The code behind it is somewhat hairy and ugly, and updating it to work
with the Empire clock is just not worth it. Remove. Users changed.
(player_coms): Update accordingly.
(upda): Remove display of mobility updating state.

(mobility_init): No need to fix up mobility on startup, as the Empire
clock runs normally even when the server is down. Remove. Caller
changed.

b111abc2c5 (nxtitem): Skipped unowned sectors (could not occur), ships, planes,
land units and nukes for selection type NS_LIST. Thus, unowned items
explicitly selected by item number are skipped, while the same items
selected implicitely by group, area or whatever are not. This makes
no sense. Some callers break the nstr_item abstraction to prevent the
skipping, so they get all items regardless of how they were selected.
All other callers filter out unowned items. This skipping misfeature
dates back to the very oldest known versions of Empire. Remove it.
Also remove skipping prevention hacks from callers.

(tend_nxtitem): Now identical to nxtitem(), except it lacks some extra
normalization of item coordinates, which should have no effect.
Replace by nxtitem().

c2debd73fc (shp_set_tech, pln_set_tech, lnd_set_tech): New, factored out of build
and upgrade code.
(build_ship, build_plane, build_land, supgr, pupgr, lupgr): Use them.
Upgrading planes no longer sets plane range to maximum.

(pupgr): Just clear the mission, don't bother to clear op area.

(doship, doplane, dounit): Editing tech now updates stats, like an
upgrade command.  Proper range checking.
(warn_deprecated): New.
(pr_ship, doship): Deprecate key 'D'.
(pr_land, dounit): Deprecate key 'A' and 'D'.

NUK_BLD_WORK): New, to encapsulate the formula in one place.

(SCT_MINEFF): New. Use it instead of literal 20.

(buil): Use CANT_HAPPEN() for internal error.

(build_ship, build_land, build_bridge, build_nuke, build_plane,
build_tower): Simplify avail calculation.

(lupgr, supgr, pupgr): Charge 15% of total build avail instead of an
undocumented amount computed from build lcm and hcm.

(build_ship, build_land, build_bridge, build_nuke, build_plane,
build_tower, lupgr, supgr, pupgr): Fix reporting of required avail
when there's not enough. Closes #942823.

(lupgr, supgr, pupgr): Code printed cost rounded down, but required
and charged unrounded cost. Confusing. Round cost down, like the
build command.  Closes #942811.

(UPGR_COST, UPGR_EFF, lupgr, supgr, pupgr): New UPGR_COST, UPGR_COST replace
literal values.

(show_bridge, show_tower): Don't claim bridge building requires
`workers' (whatever that is), since it doesn't.
