player->owner is no longer used. Use it to indicate that owner can be
accessed through struct genitem, similar to EFF_XY and EFF_GROUP.

nxtitem() set player->owner.
(empfile): Set EFF_OWNER for EF_LOST. This fixes `xdump lost'
disclosing other countries' losses.

(nat_ca): Unused so far. Clean it up, add most missing selectors.
(fileinit): Use it. This implements `xdump nation'.

(banfil, authfil, timestampfil): Make file names relative to DATADIR.
(main): emp_server and files change to the data directory. fairland
has to write newcap_script to the initial current directory, so it
keeps it and makes file names relative to DATADIR absolute.
(fixup_files): Nothing to do, remove. This fixes the following bug:
fixup_files() formed file names by appending ep->name instead of the
base name of ep->file to datadir. Thus, fixup_files() changed file
names even when datadir had the compiled-in value. When emp_config()
couldn't open econfig, it failed to call fixup_files(), and different
file names got used. Note that with this revision the file names
revert to the names used before fixup_files() was introduced. Closes
#1146080.
(print_config): Printing file names as comments is not really useful,
remove.
(otherfiles, ofiles): Unused, remove.
(emp_config, main): Previously, pconfig had to call emp_config() even
when it didn't want to read econfig, just to run fixup_files(). This
is no longer necessary. Simplify.
(emp_config): Use it when argument is NULL. This simplifies callers
except pconfig's main(), which now has to suppress reading the default
file. Also fix callers to check the return value. Previously, a typo
could easily start a grossly misconfigured program, with potentially
disastrous results.

(bigcity_dchr): Fix initializer for d_maxpop.
(dchr): The previous revision accidentally changed maximum population
of sanctuaries, plains, sea and wasteland. Revert the former two.
The latter are not used, but the new max population of zero makes more
sense, so keep it.
(dchrstr): New member d_maxpop.
(dchr): Initialize it.
(max_pop): Use it. Use dchr[SCT_MINE].d_maxpop when called with null
argument. RES_POP now affects mountains and plains as well.
Use `short' instead of `unsigned short'. With variables, plague stage
and time were stored unsigned and used signed, which worked. Removal
of variables dropped the conversion to signed, which broke
plague_people() (plague.c rev. 1.6): stage didn't progress correctly
due to catastrophic underflow of time.
(nullify_objects, do_desi): Simpify designate restrictions of options
NO_LCMS, NO_HCMS, NO_OIL.
(show_sect_build): Suppress printing of sectors only deity can
designate. This was broken in rev. 1.15.
be skipped or stored in arrays of size I_MAX. I_NONE's int equivalent
becomes -1 by this patch, so all array indices of type i_type have been
checked not to use I_NONE as index. This change reduces the size of the
arrays stored in files.
I_BAR, I_FOOD, I_OIL, I_LCM, I_HCM, I_UW, I_RAD, I_MAX): Turn macros
into enumeration constants.
(i_type): New. Use where appropriate. No functional changes, except
that I_NONE is now catched properly in a few places.
cargoend, amtstart, amtend (for order) and mobquota, path, follow (for
sail).
(news_ca): New selector uid.
Selectors are now believed to be complete, except for nat_ca[], which
is not used.
(emp_config, print_config): Cope with km_type.
(worldxset, intset, floatset, optstrset, doubleset, longset): Unused,
remove.
(emp_config): Fail if specified file can't be read or contains errors.
Used to succeed always, returning RET_OK. RET_OK is not appropriate,
since this is not a command. Return 0 on success, -1 on failure.
Callers ignore failure at the moment. A missing or unreadable econfig
file used to be silently ignored. It is still ignored, but no longer
silently. It is questionable whether ignoring is wise, but that's
left for another day.
(emp_config): Improve diagnostic messages.
(set_option): Move diagnostics to caller.
(emp_config): Ignore leading whitespace in `#' comment lines.
