info/Options: Nicer markup, more consistent format

Don't list options separately for major server versions.  It's only of
historical interest, which "info History" satisfies.

Make it a list (.L) instead of preformatted text (.nf).

Fix up so the option explanations are full sentences, starting with a
capital letter and ending with a period.
