eaa678c903 reject: Move reject state from struct natstr to rejectstr
Reject state is relatively bulky: it's a big chunk of struct natstr,
and adds almost 200 bytes per country to xdump nat.

Reject state changes rarely.  Rewriting it to disk on every nation
update and retransmitting it in every xdump nat is wasteful.

To avoid this waste, move reject state to its own struct rejectstr.

This is of course an xdump compatibility break.  We're not maintaining
xdump compatibility in this release.

9d153f547c reject: Replace getrejects() by nat_accepts()
All callers of getrejects() also check whether the sender is a deity.
Factor out the common code into nat_accepts(), and drop getrejects().

36fa303f49 reject: Exempt bulletins on relation change with deity
Bulletins notifying on a relations change can be rejected just like a
telegram from the country initiating the change, except for one
inconsistency: telegrams from deities are exempt, but bulletins on a
relation change by a deity aren't.  Inconsistent since rejecting was
added in Merc Empire.

Change setrel() to treat relation change bulletins the same as tele()
treats telegrams.

Should not normally matter, because the reject command doesn't let you
reject deities.

c8e7548f24 contact: Move contact state from struct natstr to contactstr
Contact state is relatively bulky: it's a big chunk of struct natstr,
and adds almost 200 bytes per country to xdump nat for deities.

Contact changes rarely.  Since we avoid unnecessary updates, it
doesn't change at all unless option HIDDEN is enabled.  Rewriting it
to disk on every nation update and retransmitting it in every deity
xdump nat is wasteful.

To avoid this waste, move contact state to its own struct contactstr.

This is of course an xdump compatibility break.  We're not maintaining
xdump compatibility in this release.

e61c332295 contact: Avoid unnecessary nation updates
Make setcont() update the nation only when it actually changes the
contact value.  For added benefit, map all non-zero values to one when
option LOSE_CONTACT is disabled.

This saves I/O, in particular xdump bandwidth.

55be3c7105 update server: Move update_running from server/ to update/
update.h is a more logical home for update_running than server.h.
Move the definition and the assignments along, from server/update.c to
lib/update/main.c.

7e2008e7f4 License upgrade to GPL version 3 or later
Why upgrade?  I'm not a lawyer, but here's my take on the differences
to version 2:

* Software patents: better protection against abuse of patents to
  prevent users from exercising the rights under the GPL.  I doubt
  we'll get hit with a patent suit, but it's a good move just on
  general principles.

* License compatibility: compatible with more free licenses, i.e. can
  "steal" more free software for use in Empire.  I don't expect to steal
  much, but it's nice to have the option.

* Definition of "source code": modernization of some details for today's
  networked world, to make it easier to distribute the software.  Not
  really relevant to us now, as we normally distribute full source code.

* Tivoization: this is about putting GPL-licensed software in hardware,
  then make the hardware refuse to run modified software.  "Neat" trick
  to effectively deny its users their rights under the GPL.  Abuse was
  "pioneered" by TiVo (popular digital video recorders).  GPLv3 forbids
  it.  Unlikely to become a problem for us.

* Internationalization: more careful wording, to harden the license
  outside the US.  The lawyers tell us it better be done that way.

* License violations: friendlier way to deal with license violations.
  This has come out of past experience enforcing the GPL.

* Additional permissions: Probably not relevant to us.

Also include myself in the list of principal authors.

6852ec6bc5 Use relations_with() for getrel(NP, THEM) where NP isn't THEM
Replacing getrel(NP, THEM), where NP is known to be getnatp(US), by
relations_with(US, THEM) makes a difference only when US equals THEM.
Replace in places where it's obvious that they're not equal.

Adds a few calls to getnatp() hidden in relations_with().  Keeping
that optimized isn't worth it.

439f111f98 Remove option SLOW_WAR
SLOW_WAR has issues:

* The check whether the attacker old-owns the attacked sector is
  broken, because att_abort() uses sect.sct_oldown uninitialized.

  Spotted by the Clang Static Analyzer.

* Its implementation in setrel() is somewhat scary.  It's actually
  okay, because that part of setrel() only runs within decl().  Other
  callers don't reach it: update_main() because player->god != 0
  there, and the rest because they never pass a rel < HOSTILE.

* Documentation is a bit vague.

SLOW_WAR hasn't been used in a public game in years.  Fixing it is not
worth it, so remove it instead.

(update_run): Set it.

Replace incorrect uses of update_pending by update_running, fixing
buggy behavior while the update was trying to gain control:
(sct_do_upd_mob, shp_do_upd_mob, lnd_do_upd_mob, pln_do_upd_mob):
MOB_ACCESS mobility update was skipped.
(telegram_is_new): Fix recognition of new telegrams by timestamp.
(wu): Bulletins got misfiled as production reports.
(shp_nav): Sail path got ignored.
(setrel): Declaration of war failed silently with SLOW_WAR enabled.
Messages got suppressed.
(PR, mpr): Messages got misdirected to bulletins.

e42053d928 Break inclusion cycle: prototypes.h and commands.h included each
other.  Ensure headers in include/ can be included in any order
(except for econfig-spec.h, which is special).  New header types.h to
help avoid inclusion cycles.  Sort include directives.  Remove some
superflous includes.

8cd0160176 Declare all configuration variables in optlist.h. Include that
instead of declaring them all over the place.  This uncovered type
errors:
(s_p_etu, adj_update): Defined long, sometimes declared int.  Kills
big endian machines where sizeof(long) != sizeof(int).  Change to
int.

(set_option, delete_option, optstrset, intset, floatset, doubleset,
longset, optionset, optiondel, worldxset): Change linkage to static.
