8718a9428a Fix prod() to limit level production to resource contents
This could make production command mispredict resource-depleting level
production.  Stock game is not affected.  In fact, such a product
would be highly unusual.

c63ec06d15 Fix use of invalid pointer when depleting resource "none"
prod() and produce() dereferenced resource uninitialized for products
depleting resource "none" (p_nrdep != 0 && p_nrndx == 0).  The latter
even wrote to it.

Depleting "none" makes no sense, and the depletion is now ignored.
Before, it could conceivably crash the server or corrupt the game.

c7d2144154 Fix production command not to limit level production to 999
Item production is limited to 999 units, level production is
unlimited.

Commit 0e721173 (v4.2.15) changed prod() from no limit to 999 units,
which fixed it for items, and broke it for levels.  Undo the change
for levels.

e42053d928 Break inclusion cycle: prototypes.h and commands.h included each
other.  Ensure headers in include/ can be included in any order
(except for econfig-spec.h, which is special).  New header types.h to
help avoid inclusion cycles.  Sort include directives.  Remove some
superflous includes.

(P_LCM, P_HCM, P_TLEV, P_RLEV, P_ELEV, P_HLEV, P_URAN): Use -1 instead
of 0 for `no product', shift down product indexes and update
product.config and sector.config accordingly.
(budg, prod, show_sect_capab, produce, produce_sect): Adapt test for
no product.
(ef_elt_byname): Remove the hack to hide pchr[0].
(prod_eff): Oops on no product.

08937006d7 (prprod): New, factored out of prod().
(prod): Separate enlistment code from production code.  Simplifies
control flow, and thus gets rid of several compiler warnings.

da88d91899 (pchrstr, pchr_ca, pchr, sctstr, dchr_ca, dchr): Replace pchrstr
member p_effic by sctstr member d_peffic.  Tables updated.
(show_sect_capab): Adapted.
(prod_eff): Adapted; requires changing first parameter to sector type.
Callers changed.
(P_MDUST): Remove, because pchr[P_MDUST] now identical to
pchr[P_DUST].

8054aafb9a (u_char, u_short, u_int): BSDisms. Figuring out whether sys/types.h
defines them would be possible, but isn't worth the trouble.  Replace
by unabbreviated types.

a2798857cf (fuel, load, prod, max_population, shp_nav_one_sector,
nav_loadship, upd_buildeff): Identify BIG_CITY
(IS_BIG_CITY) by using packing type of UPKG instead of
opt_BIG_CITY and sector type of SCT_CAPITAL.

5ba8cab9b5 (total_work): Remove redundant conversion to int.
(total_work): New parameter maxpop.  Callers changed.
(newe, prod): Use total_work().  Old code failed to limit military

c46c6cf87e (prod): Several columns were too narrow, and didn't align properly for
large values.  Remove column wkfc to make space, widen other columns.
Columns use2, use3 and max2, max3 lack separating space on the left
for large values, which don't occur in normal game configurations.

e5804f8dd8 (prod, produce, upd_ship): struct pchrstr p_nrndx refers to u_char,
not s_char.  Fix types.

(upd_ship): Catch resource underflow (should not happen).

ff67d93711 (max_population): New, factored out of max_pop().
(max_pop): Use it.  Don't support null argument anymore.
(nati, gen_power): Use max_population() instead of max_pop() with null
argument.
(show_sect_stats): Use max_population() to simplify the code.
(prod, upd_buildeff): Use max_population() to get correct new maximum
population for limiting work when tearing down a big city.
Previously, this was broken in upd_buildeff().  In prod(), it was
broken when the new designation had odd maximum population, which
should not occur.

f8b2860ec5 (prod, nati): Use max_pop() instead of hardcoded values. Before,
struct dchrstr member d_maxpop had no effect in some cases.

d30942632b (I_NONE, I_CIVIL, I_MILIT, I_SHELL, I_GUN, I_PETROL, I_IRON, I_DUST,
I_BAR, I_FOOD, I_OIL, I_LCM, I_HCM, I_UW, I_RAD, I_MAX): Turn macros
into enumeration constants.
(i_type): New.  Use where appropriate.  No functional changes, except
that I_NONE is now catched properly in a few places.

4d154753b8 (pchrstr, MAXPRCON): Simplify variable-style storage of constituents.
Store only up to MAXPRCON constituents, not MAXCHRNV; code doesn't
fully support more than three anyway.  Remove member p_nv, use item
type I_NONE for unused slots.  Rename members p_vtype, p_vamt to
p_ctype, p_camt to avoid confusion with variable-style storage.
(pchr): Initializers adapted.
(nullify_objects, materials_cost, materials_charge, prod,
show_sect_capab, grind): Adapt, simplify where possible, protect
against bad item types in pchr[].
(MAXCHRNV): Unused, remove.

3ca767fc88 (prod_eff): New, factored out of produce() and prod().
(upd_ship): Oil and food production used special rules that didn't
match ordinary production and didn't make much sense.  Made them
follow ordinary production rules.  This puts uw and mil to work, and
makes ship tech and efficiency relevant to production.  Closes #917461
and #955072.

0e7211738f (prod): Change variable work from double to int. This matches actual
production code better, and fixes a small inaccuracy introduced in
rev. 1.10.

(prod): Production is limited to 999 units.  Fix for production
efficiency > 1, e.g. agribusiness.

(prod): Raw material consumption was incorrectly limited to 999.

(prod): Production backlog was handled incorrectly; it claimed `will
make' lots, `max' less, which is backwards.
