Replace the fixed $1 per ETU maintenance for capital/city sectors that
are at least 60% efficient by a configurable maintenance cost, payable
regardless of efficiency. The only change in the default
configuration is that inefficient capitals now pay maintenance.
Charging sector maintenance regardless of efficiency is consistent
with unit maintenance.
New struct dchrstr member d_maint and sector-chr selector maint. Make
show_sect_build() show it. Change produce_sect() to record
maintenance in new slot p_sect[SCT_MAINT] instead of abusing
p_sect[SCT_CAPIT]. Replace the "Capital maintenance" line in budget
by "Sector maintenance".
Print sector type mnemonic and name, like show sect s and c. Print
"can't" instead of negative number for sectors players can't designate
(this was not an issue before the previous commit). Show build cost
per 100%, like show ship, land, plane and nuke. Size the columns more
sensibly.
show sect b needs to explain any sector players can build.
show_sect_build() omitted sectors players can't designate. That's
wrong, because players can certainly own and thus build sectors they
can't designate. Test for infinite mobility cost instead, like
show_sect_stats().
Remove the KillIdle thread. Add timeout to struct iop, initialized in
io_open(). Obey it in io_input() by passing it to empth_select(). If
empth_select() times out, report that back through io_input() to
recvclient() and player_login(). If player_login() receives a timeout
indication, print a message and terminate the session. If
recvclient() receives a timeout indication, flash a message to the
player and initiate a shut down the player's session.
Create WIN32 sys/time.h to define struct timeval. This creates some
conflicts with WIN32 windows.h definitions. Including windows.h in
show.c and info.c creates conflicts, so remove that. Modify service.c
to include sys/socket.h instead of windows.h to remove the conflict
with sys/time.h.
This is the human-readable buddy of xdump product, which dumps pchr[].
It duplicates much of the information in show sect c, but in more
accessible form. It's in show_product().
Remove product information from info Quick-ref. show reflects the
actual game, is more complete, and should be just as readable.
show_sect_stats() used to show packing bonuses for military,
uncompensated workers, civilians, bars and lcms. The bonus for lcms
was labelled "other", which was okay only as long as all other
commodities receive the same packing bonuses.
Show packing bonus type instead. The actual bonus for each commodity
and packing type is already shown by show item. But change its header
for the NPKG column from "rg" to "no", because packing type NPKG is
shown by show se s as "normal".
show_sect_build() showed only sectors with unusual build
characteristics. Which begged the question what the usual build
characteristics are. Add a line to show them.
The abstract idea of tying ships and land units to a logistical tether
is sound, the concrete implementation as option FUEL is flawed. It
adds too much busy-work to the game to be enjoyable. It hasn't been
enabled in a public game for years. The code implementing it is ugly,
repetitive, and a burden to maintain.
Remove selector fuel from ship_ca[] and land_ca[], and selectors
fuelc, fuelu from mchr_ca[] and lchr_ca[]. Remove fields fuelc, fuelu
from ship.config and land.config.
Remove command fuel from player_coms[].
Deprecate edit key 'B' in doship(), dounit(), and don't show it in
pr_ship(), pr_land().
Drop opt_FUEL code from build_ship(), shi(), sdump(), ship_damage(),
show_ship_stats(), do_mob_ship(), nav_ship(), build_land(), land(),
ldump(), land_damage(), show_land_stats(), do_mob_land(),
resupply_all(), resupply_commod(), get_minimum(), has_supply(),
unit_list(), vers().
Remove opt_FUEL, fuel_mult, struct shpstr member shp_fuel, struct
mchrstr members m_fuelc and m_fuelu, M_OILER, struct lndstr member
lnd_fuel, struct lchrstr members l_fuelc and l_fuelu, fuel(), and
auto_fuel_ship().
The macros defining unit stat development in tech are somewhat
inconvenient to use. Define more convenient functions, and hide away
the macros near the function definitions.
(fmttime2822) [_WIN32]: %T is not support option for strftime in WIN32
replaced with %H:%M:%S. Replaced %z in with +/-???? format for WIN32
as the default for WIN32 is the text description for timezone.

is non-zero; actual value of non-zero l_ammo was unimportant. Side
effect: it substantially increased ammunition consumption at high
tech, because the change made the value increase with tech. Back out
4.2.3's change, just use l_ammo. This lets deities customize
ammunition consumption independent of damage. Remove second
parameter. Callers changed.

is a linear function of sector efficiency, with cost at 0% given by
dchstr member d_mcst and cost at 100% given by d_emcst. The latter
used to be d_mcst - 1. Mountain cost is no longer a special case.
Road infrastructure now reduces cost up to 90%, linear in road
efficiency (used to be close to that, but non-linear). Same for rail
infrastructure, but 99%. Double land unit minimum cost to 0.02.
Change land unit cost penalty in newly taken land to an extra 0.2
instead of a minimum of 0.2.
(dchrstr): New member d_emcst. sector.config updated, with some
changes: cost of mountain now ranges from 2.4 to 1.2 instead of 2.174
to 1.304, wildernes 0.4 instead of 0.6 to 0.4, highway, bridge head,
bridge span and tower from 0.4 to 0.001 instead of 0.2 to 0.001.
While I'm at it, make bridge head match highway stats (dstr and value
