d6c5c263b9 Fix build for systems that don't provide POSIX.1-2001 by default
We require POSIX.1-2001. Some systems provide it only with feature
test macro _POSIX_C_SOURCE defined to 200112L. Since we don't define
it, the build fails there. Observed on Solaris 10.

We actually require the XSI extension. The GNU C Library provides it
by default. With _POSIX_C_SOURCE 200112L, however, you have to define
feature test macro _XOPEN_SOURCE to get it. But then _POSIX_C_SOURCE
is redundant.

Make configure put #define _XOPEN_SOURCE 600 into config.h. Drop the
two existing #define _XOPEN_SOURCE 500 in .c files.

Now Solaris cc refuses to play ball unless switched to C99. Replace
AC_PROG_CC by AC_PROG_CC_STDC to mollify it.

Unfortunately, use of _XOPEN_SOURCE exposes bugs in AIX libc and old
versions of GNU libc:

* AIX defines struct in6_addr's member s6_addr as a macro expanding
  into the actual member. Without _ALL_SOURCE (the default), the
  expansion is wrong and doesn't compile. Observed with AIX V7.2.

* GNU lib's IN6_IS_ADDR_V4MAPPED() is unusable without
  _DEFAULT_SOURCE (default) or _GNU_SOURCE. Observed with Debian 8.
  Tracked at <https://sourceware.org/bugzilla/show_bug.cgi?id=16421>,
  fixed in version 2.25.

Affects just sockaddr_ntop()'s special case from commit 372cdb136 "Use
IPv4 format for IPv4-mapped addresses", v4.3.31. Disable the special
case and use IPv6 format on such systems. This is a very minor
usability regression. Could be avoided, I guess, but it's not worth
the trouble.

81a3e4c4fb Change econfig key rollover_avail_max from 0 to 50
So you don't have to micromanage workers to maximize useful work.

The previous commit made the problem a bit worse. If you had a few
workers too many before, you perhaps produced an extra unit. Now, you
get to keep the extra work instead. Useless, unless it rolls over.

372cdb136c Use IPv4 format for IPv4-mapped addresses
For instance, use "127.0.0.1" for IPv4 loopback instead of
"::ffff:127.0.0.1".

Simplifies use of econfig key privip: plain dotted decimal now just
works regardless of IPv6 use, no need to add the IPv4-mapped form.

Also affects how addresses are logged and shown to players, and nation
selector ip.  Nicer that way.

1a97cc3cfd Separate login_grace_time from max_idle
max_idle applies in state PS_PLAYING, login_grace_time before (login,
state PS_INIT) and after (logout, state PS_SHUTDOWN).

Cut login_grace_time to two minutes, from max_idle's 15. Two minutes
is plenty to complete login and logout. Makes swamping the server
with connections slightly harder, as they get dropped faster. While
that makes sense all by itself, the real aim is making increasing
max_idle safe. The next commit will complete that job.

352bc320d2 Remove option TRADESHIPS, customize table ship-chr instead
Trade ships are now enabled when a ship type with capability trade
exists. No such type exists by default; to enable trade ships,
deities have to customize table ship-chr.

Before, trade ship types were ignored when option TRADESHIPS was
disabled. Except for xdump ship-chr, which happily dumped unusable
trade ship types.

11ab95411e Reduce bridge tower materials from 400 to 300 hcms.
Bridge spans have been unable to produce enough avail for a tower with
default game configuration since we reduced their maximum population
in commit 6bbd7ffd, v4.3.6. This commit reduces required avail from
160 to 120, fixing the stock game: 100 civilians and 100 uws can make
that much in a 60 ETU update.

7e2008e7f4 License upgrade to GPL version 3 or later
Why upgrade? I'm not a lawyer, but here's my take on the differences
to version 2:

* Software patents: better protection against abuse of patents to
  prevent users from exercising the rights under the GPL. I doubt
  we'll get hit with a patent suit, but it's a good move just on
  general principles.

* License compatibility: compatible with more free licenses, i.e. can
  "steal" more free software for use in Empire. I don't expect to steal
  much, but it's nice to have the option.

* Definition of "source code": modernization of some details for today's
  networked world, to make it easier to distribute the software. Not
  really relevant to us now, as we normally distribute full source code.

* Tivoization: this is about putting GPL-licensed software in hardware,
  then make the hardware refuse to run modified software. "Neat" trick
  to effectively deny its users their rights under the GPL. Abuse was
  "pioneered" by TiVo (popular digital video recorders). GPLv3 forbids
  it. Unlikely to become a problem for us.

* Internationalization: more careful wording, to harden the license
  outside the US. The lawyers tell us it better be done that way.

* License violations: friendlier way to deal with license violations.
  This has come out of past experience enforcing the GPL.

* Additional permissions: Probably not relevant to us.

Also include myself in the list of principal authors.

439f111f98 Remove option SLOW_WAR
SLOW_WAR has issues:

* The check whether the attacker old-owns the attacked sector is
  broken, because att_abort() uses sect.sct_oldown uninitialized.

  Spotted by the Clang Static Analyzer.

* Its implementation in setrel() is somewhat scary. It's actually
  okay, because that part of setrel() only runs within decl(). Other
  callers don't reach it: update_main() because player->god != 0
  there, and the rest because they never pass a rel < HOSTILE.

* Documentation is a bit vague.

SLOW_WAR hasn't been used in a public game in years. Fixing it is not
worth it, so remove it instead.

3b4de2feb1 Remove option FUEL
The abstract idea of tying ships and land units to a logistical tether
is sound, the concrete implementation as option FUEL is flawed. It
adds too much busy-work to the game to be enjoyable. It hasn't been
enabled in a public game for years. The code implementing it is ugly,
repetitive, and a burden to maintain.

Remove selector fuel from ship_ca[] and land_ca[], and selectors
fuelc, fuelu from mchr_ca[] and lchr_ca[]. Remove fields fuelc, fuelu
from ship.config and land.config.

Remove command fuel from player_coms[].

Deprecate edit key 'B' in doship(), dounit(), and don't show it in
pr_ship(), pr_land().

Drop opt_FUEL code from build_ship(), shi(), sdump(), ship_damage(),
show_ship_stats(), do_mob_ship(), nav_ship(), build_land(), land(),
ldump(), land_damage(), show_land_stats(), do_mob_land(),
resupply_all(), resupply_commod(), get_minimum(), has_supply(),
unit_list(), vers().

Remove opt_FUEL, fuel_mult, struct shpstr member shp_fuel, struct
mchrstr members m_fuelc and m_fuelu, M_OILER, struct lndstr member
lnd_fuel, struct lchrstr members l_fuelc and l_fuelu, fuel(), and
auto_fuel_ship().

4ba4cd98c6 Remove the demand update feature veto. It's virtually unused, flawed

file to schedule updates. Remove update_force() and
update_trigger()'s parameter.
